Google Turns Off Search for Schools That Reject AI: What Changes, When, and What Admins Can Do

School IT administrator reviewing AI and Search settings for student accounts

On 3 November 2026 Google announced that Gemini, Gemini Notebook, Gemini in Classroom and Google Search will be switched off by default for K-12 student accounts, and stay off until a school administrator turns them on. The twist that set off a storm: because Google says Search and AI are now “deeply integrated”, a school that wants to keep AI away from students cannot keep plain Google Search either. Senators, a former FTC chair and New York’s mayor have attacked the plan, and Google has issued a clarification. Here is exactly what changes, when, what students will see, what admins can do today, and the realistic options if your school wants Search without AI.

TL;DR

  • What: Google is making Gemini, Gemini Notebook (formerly NotebookLM), Gemini in Classroom and Google Search off by default for K-12 student accounts. Admins switch each one on separately.
  • The catch: Search comes with AI Overviews and AI Mode built in. Google’s education chief says students at schools that restrict AI “will not have access to search” and will see a message from their school.
  • When: not yet. Google says it will share details “in the coming months” before rollout. The New York Times reported early 2027.
  • Also new: Guided Learning (an AI tutor mode) is live in Google Classroom worldwide now, and a “Learning beta” for Search starts as a pilot in select US schools later in November.
  • Who it affects: K-12 student accounts on Google Workspace for Education. Personal Google accounts, teachers and universities are not covered by this announcement.
  • Backlash: Bernie Sanders called it “extortion”; Lina Khan called it anticompetitive; Google says it gives schools “more choice, not less”.

What Google Announced

The news came in a Google blog post titled “Designing responsible AI for learning” by Chris Phillips, Google’s VP and General Manager for Education, published on 3 November 2026 (US Election Day). It bundled three things:

  1. New default-off controls. For K-12 student accounts, access to Gemini, Gemini Notebook, Gemini in Classroom and Google Search will be “entirely off” until an administrator explicitly turns it on. Google says this follows requests from schools, teachers, researchers and policymakers.
  2. Guided Learning in Google Classroom, available globally from the same day.
  3. Guided Learning in Google Search for student accounts, starting as a pilot in select US schools later in November 2026.

Later that afternoon, after a wave of criticism, Google posted a clarification on X: “Gemini, Gemini Notebook, and Search will be OFF by default”, schools can turn on one, two or all of them individually, the default is “based on K-12 schools asking for more control”, and “today’s announcements give schools more choice, not less”. Google also said AI Mode and AI Overviews in Search will offer step-by-step guided learning for students instead of quick answers.

This is the heart of the controversy. Google no longer treats Search as a separate, AI-free product. AI Overviews sit at the top of many results pages and AI Mode is built into the search box. Phillips told The New York Times that “Search and AI are deeply integrated”, and that students at schools that restrict AI “will not have access to search, and they’ll see a message from their school that indicates it’s not available.”

So the choice for a school admin becomes a bundle: turn Search on and accept its AI features for students, or keep AI off and lose Google Search on student accounts. Neither Google’s blog post nor the NYT report says whether a links-only version of Search will be offered to schools. That gap is what critics call coercive, especially because millions of US students use school-issued Chromebooks where Google is the default everything.

Before vs After: What Changes for Students

Product Today (K-12 student accounts) After the change
Gemini app Controlled by admins; Google opened Gemini to students on school accounts in June 2024 in 100+ countries Off until an admin turns it on
Gemini Notebook (formerly NotebookLM, renamed July 2026) Controlled by admins Off until an admin turns it on
Gemini in Classroom On by default for users of all ages, unless an admin turned it off Off until an admin turns it on
Google Search Available, with AI Overviews and AI Mode Off until an admin turns it on; when on, AI features included
Guided Learning in Classroom New, live globally from 3 Nov 2026 Likely tied to the Gemini in Classroom switch (Google hasn’t confirmed)
Guided Learning in Search (“Learning beta”) Pilot in select US schools from late Nov 2026 Wider rollout “in the coming months”

Note that this is about student accounts in K-12 schools. A student’s personal Google account at home, teacher accounts and higher-education accounts are not part of this announcement.

Timeline: When Does This Happen?

Date Event
June 2024 Gemini opens to students on school accounts in over 100 countries
6 Aug 2025 Guided Learning launches inside Gemini
16 Jul 2026 NotebookLM is renamed Gemini Notebook
3 Nov 2026 Default-off announcement; Guided Learning goes live in Classroom globally; Google’s clarification on X
Late Nov 2026 Search “Learning beta” pilot in select US schools
“Coming months” Google shares admin specifics with schools
Early 2027 (per NYT) Default-off controls take effect

Nothing changes for students today. Admins have time, but should plan now rather than discover a “Search is not available” message on the first day it lands.

Guided Learning in Classroom and Search

Google pairs the controls with a pitch for AI that teaches instead of answering. In Google Classroom, teachers can assign a Guided Learning activity; students then get a one-to-one study tool anchored in the class material, and teachers see real-time insights on where the class needs help. Google describes the aim as “productive struggle”: challenging students without overwhelming them.

In Search, Google says that when its systems detect certain homework help requests, such as a pasted physics problem or a request to help write a book report, student accounts will be walked through the problem step by step instead of getting the answer. Search Engine Roundtable published a screenshot showing an AI Overview labelled “Learning beta” with a “Feeling stuck?” link and an “Ask anything” box.

Google cites its own research for learning gains, including a Sierra Leone trial with about 1,800 grade 7-8 students (a 0.26 standard deviation gain, as reported by Google) and a UK study with Eedi involving over 1,100 students aged 12-15, where results matched human tutors on in-platform tasks but did not show up on standardised STAR test scores. None of these studies tested Guided Learning inside Search, so its effect there is unproven.

For School Admins: Controls You Can Use Today

Google has not published the new setting names yet. But Workspace for Education admins can already control the Gemini products, and those settings are the likely foundation. These steps come from Google’s current admin help pages. Changes can take up to 24 hours.

Turn the Gemini app on or off

  1. Sign in to the Google Admin console with an administrator account.
  2. Go to Menu > Generative AI > Gemini app.
  3. Click Service status.
  4. Choose On for everyone or Off for everyone, or select a student organisational unit (OU) on the left and set it there.
  5. For an OU, click Override so the setting sticks even if the parent changes, then Save.

Under User access on the same page you can also decide whether users without a qualifying licence can use the Gemini app. This setting covers gemini.google.com and the Gemini mobile apps; to block the mobile app on managed devices, use device management settings.

Turn Gemini in Classroom on or off

  1. In the Admin console, go to Menu > Generative AI > Gemini for Workspace (you need the Gemini Settings administrator privilege).
  2. Click Feature access in Classroom.
  3. Select the OU or configuration group (group settings override OUs).
  4. Choose On or Off, then Save (or Override for an OU).

Gemini in Classroom is available on Workspace for Education Fundamentals, Standard and Plus. For students it only appears if their Classroom role is Student and at least one of the Gemini app or Gemini Notebook is on; if both are off, the Gemini tab is hidden.

Prepare now

  • Put students in their own OUs (by school or grade) so you can enable products per age group.
  • Write down your current Gemini, Gemini Notebook and Classroom settings, because Google hasn’t said whether existing settings carry over or reset.
  • Agree a policy with teachers and parents before the change, so the decision isn’t made by a default.

Options for Schools That Want Search Without AI

Based on what Google has said so far, there is no announced “Search without AI” switch for schools. Realistic options:

Option Pros Cons
Turn Search on (with AI) and enable Guided Learning Familiar search; Google promises step-by-step guidance for students AI Overviews and AI Mode included; guided mode unproven in Search
Keep Search off and set a different default search engine on managed Chromebooks Keeps Google’s AI out; Chrome admin policy lets you set the default search provider Retraining staff and students; other engines have their own AI features
Wait for Google’s admin details Nothing changes until rollout (reported early 2027) Decisions get squeezed into a short window

For individuals, Google Search has a “Web” filter that shows plain links without AI Overviews. It is a per-search choice, not something a school can enforce for students, and Google hasn’t said it will be offered as an option for school accounts.

What Parents and Students Should Know

  • Nothing changes yet. The new defaults are expected in early 2027.
  • Ask your school what it plans to enable. If Search disappears from a school account, students will see a message saying it isn’t available, set by the school.
  • Personal accounts are separate. This announcement covers school-issued K-12 student accounts only.
  • Ads and data: under Google’s Workspace for Education terms, core services such as Gemini for Education and Gemini Notebook show no ads. Search is an “additional service”; for K-12 accounts Google does not show personalised ads but may show contextual ads. Google’s November 2026 education report says core Workspace for Education services don’t use student data for ads or to train generative AI models.
  • Learning vs shortcuts: if your child’s school enables AI, Guided Learning is designed to coach rather than give answers. It’s worth checking how it behaves on their homework.

The Backlash and Google’s Response

Who What they said
Sen. Bernie Sanders Called the plan “extortion” on X
Sen. Richard Blumenthal Said Google cares more about forcing Gemini into schools than student success
Lina Khan, former FTC chair Said it shows the danger of an unregulated monopolist controlling an essential service; called it anticompetitive
NYC Mayor Zohran Mamdani Said no corporation should decide how children are taught, and accused Google of using “monopoly power”
Google (Chris Phillips) “Our goal is simple: provide school leaders the control and confidence to use AI products in classrooms as they see fit.”
Google (X clarification) “Today’s announcements give schools more choice, not less.”

The timing adds pressure. A US court ruled in 2024 that Google holds a monopoly in general search, and the 2025 remedies judgment (which Google is appealing) bars exclusive contracts for Search, Chrome, Assistant and Gemini. Critics argue that tying Search access to AI acceptance in schools is the kind of bundling regulators watch closely. No regulator has announced action on this specific plan as of 5 November 2026.

What We Still Don’t Know

  • The exact rollout date and the names of the new admin settings.
  • Whether a links-only Search will be offered to schools that keep AI off.
  • Whether existing school settings carry over or reset when the defaults change.
  • Whether teacher-assigned Guided Learning in Classroom is controlled by the Gemini in Classroom switch.
  • Whether the change applies outside the US on the same schedule.

My Take

On paper, “off by default, schools decide” is exactly what many educators asked for, and Guided Learning is a genuinely better idea than handing students instant answers. The problem is the bundle. Treating Search itself as an AI product means a school’s only way to say no to AI Overviews is to say no to the web’s most used search engine on devices that often only run Google software. Google could defuse most of the anger with one setting: Search on, AI features off, for student accounts. Until it offers that, expect the “more choice” message to keep meeting the “extortion” headlines. If you run a school’s Workspace, use the months before rollout to set up student OUs and decide your policy deliberately.
